Overview
This qualification prepares learners to become Business Development Officers who support and coordinate local economic development (LED) initiatives. It replaces earlier National Certificates in Local Economic Development and is registered at NQF Level 5 with 230 credits.

Entry Requirement
An NQF Level 4 qualification. Recognition of Prior Learning (RPL) is permitted.
Structure
- Knowledge Modules (60 credits): Covering topics such as resource management, business ethics, regulatory frameworks, and legislation.
- Practical Skill Modules (75 credits): Involving stakeholder meetings, business profiling, alignment with development strategies, and legislative application.
- Work Experience Modules (95 credits): Focused on real-world application in business registration, stakeholder engagement, and compliance.
Exit Level Outcomes
- Coordinate LED business development activities.
- Support enterprise development for efficiency.
- Implement and recommend business structures and systems.
- Monitor legal compliance in the LED environment.
Assessment
- Formative assessment (internal, module-based).
- External Integrated Summative Assessment including a written exam and workplace portfolio.
International Comparability
- UK: Level 5 Diploma in Business Development (similar in purpose and practical focus but shorter).
- Canada: Graduate Certificate in Business Development and Sales (more advanced but aligned in content).
Articulation Options
- Horizontal: Higher Certificate in Business Administration (Level 5).
- Vertical: Occupational Certificate: Business Banking Practitioner (Level 6).
- Diagonal: Advanced Certificate in Business Management and Administration (Level 6).
